Programme activities
The Deptt. of R D has been implementing 8 (eight) major programme through the VDBs, namely;
(i) IAY : Indira Awaas Yojana
(ii) GIA : Grant-in –aid to VDBs
(iii)MCG : Matching Cash Grant
(iv) SGSY : Swaranjayanti Gram Swaorzgar Yojana
(v) NREGS : National Rural Employment Guarantee Scheme
(vi) BRGF : Backward Region Grand Fund
(vii)PMF : Promotion of Micro Financing
1. The Villagers are provided funds to the VDBs by the Deptt. on the basis of number of
households of every recognized village.
2. The VDBs on the receipt of the Village allocation, select the scheme on priority
requirements which are then submitted to the BDO through the PD,DRDA to the chairman
VDBs for screening and approval by the DP & DB.
3. The DP & DB on scrutiny approves /rejects schemes. Approved schemes are intimated to the DRDA/Blocks.
4. BDOs issue work order to start to VDB and on completion of work , physical verification
& issue completion certificate for fund release.
5. Recommended payment release is made by CEO DRDA & Chairman VDBs.
PROGRAMME –WISE FEATURES:
1. INDIRA AWAAS YOJANA (IAY):
These are Centrally Sponsored Scheme for provision of
housing to the rural poor. VDB –Wise allocation are made to the VDBs. Selection of
beneficiaries are made by the VDBs on the criteria of BPL and poorest of the poor
being given the preference. The beneficiaries undertake construction of houses with
community assistance.
2. GRANRT-IN –AID (GIA):
This is a State Sponsored Scheme wherin household
allocation are provided for the VDBs develop infrastructure and implement income
generation activities. Schemes are selected by the VDBs , based on the quantum of
the village allocation.25% &20% of the total village allocation is earmarked for
Women and Youth Programmes to ensure the benefits of the scheme benefit all the
section of the village citizens.
3. MATCHING CASH GRANT (MCG):
This is a State Sponsored Scheme for mobilizing VDB resources through a matching funding
mechanism wherein the amount that are being mobilized by the villagers are matched by the
State. Each VDBs is expected to mobilized Rs. 5.00 lakhs, which includes a State
contribution amounting to Rs. 2.5 Lakhs.
4. SWARANJAYANTI GRAM SWAROZGAR YOJANA (SGSY):
This is a Centrally Sponsored
credit linked scheme to implement income generation Programmes in the villages. This
scheme covers individual/Self Help Groups. The funding in the form of subsidy is
linked to 50% of to project cost with loans through Financial Institution.
5. NATIONAL RURAL EMPOLOMENT GUARANTEE SCHEME (NREGS):
This is a Centrally Sponsored Empolyment Generation Scheme implementated in consonance
with the enforcement of the section 4 of the National Rural Employment Guarantee Act 2005
(NREGA). The scheme is funded on the basis of 90:10 between the Centre and the State. The
NREGS was launched in Mon district on 2nd Feb. ’06 and currebtly implemented in all the
District.The objectives of this scheme is
(i) to provide 100 days of guaranteed employment in financial year to every household
in the rural areas notified by the Central Government under section 3(1) of the NREGA and
whose adult member , by application, are willing to work
(ii) to create durable assets in rural areas:
(iii)to strengthen the livelihood security to the rural household as per the provision
made in the guidelines.
6. BACHWARD REGION GRANT FUND (BRGF) :
The Programme of Backward Region Grant Fund(BRGF) has been implemented by the
Directorate of Under Developed areas Till June ’07 which however transferred to
Rural Development Deptt. by the State Planning Board in its meeting held on 29-06-07.
The Backward Region Grant Fund is a cent percent sponsored programme. It is
designed to redress regional imbalances in development. The fund wil provide
financial resources for supplementing and coverage existing development inflows into
indentified District.
This programme will be implemented in the selected District on the same line
of the VDB Grant-in-Aid programme and thus the fund meant for Rural Development of
rural areas will be allocated to the VBDs on the basis of household . This fund will
be released to VBDs saving accounts by District Planning Commottee (DPC/DRDA)
A portion of the fund under the Programme will be allocated to the urban local
bodies i.e. Municipal Town Councils. Fund allocation between VDB and Town Councils
will be calculated on the basis of population as per 2001 Census.
7. VDBs AS MICRO FINANCING:
To promote Micro Financing Activities during 2004-05, the Department has selected
25 VDBs as Financial Intermediaries as a pilot project. A Corpus Fund of Rs.1 lakhs was
created through the contribution of VDBs , State Govt., Central Govt. and NABARD at
the rate of 40:20:20:20.
By experiencing the successful omplementation of the Pilot Project, the Department
had selected 406 VDBs during 2006-07 &2007-08 in the 21 unbanked Blocks. Under Micro
Financing ,the Corpus Fund of Rs. 2.40 lakhs had been created with the contribution of
VDBs Rs. 40,000/- ,State Govt. Rs.1.00,000/- and Govt. of india Rs.1,00,000/- (yet to be
released). This innovative venture will go a long way in providing credit facilities to the
rural people.
NON-CONVENTIONAL ENERGY (NCE) CELL:
The NCE Cell headed by a Project Director under the Directorate of Rural Developemnt
with Director Rural Development act as the administrative head , implements various renewable
energy programmes in the State.
(i)INTREGATED RURAL ENERGY PROGRAMME(IREP) :
The Department has been implementing the IREP programme since the 8th Plan.. This is a Centrally
Sponsored Scheme with the State Govt. providing the administrative expenditure and the Govt. of
India funding the scheme component through grants. However, the programme has been re-casted
from the fiscal year 2003-04 where the funding patern now on a 50:50 Centre: State basis.
The programme is to showcase and provide basic energy requirement for rural people such as cooking,
heating and lighting.
(ii) NATIONAL MANURE MANAGEMENT ANS BIOGAS DEVELOPEMNT:
Implementation of this Scheme in the State began during 1991-92. It is a 100% Centrally Sponsored
Scheme.The Programme is based on the use of bio-gas for production of Biogas for cooking and
lighting purpose.
(iii) ENERGY PARK :
This is a new programme, aimed at popularizing the use of Innovative and Renewable Sources
of Energy System (NRSE). The Park are to be installed in major educational institutions
and other popular places to exhibit various system in all the Districts.
(iv) COMMUNITY/INSTITUTIONAL BIOGAS PROGRAMME:
The programme was introduced in the State during 1997-98 and implemented as a100% CSS till 2003-04.
A total of 20 units have been installed . Presently, it has been transferred to the Sate as per
the Planning Commission’s decision.
(v) SOLAR THERMAL EXTENSION PROGRAMME (STEP):
The scheme was introduced on experimental basis for setting up Solar Water Heating system. Under
the programme , GoI provides 50% of the total project cost and remaining are to be borne by the
State and by the beneficiaries.
(vi) BIOMASS GASIFIER PROJECT :
As a part of the special incentive for North Eastern Sates, this programme has been introduced
in the Sate during 2000-2001 for active power generation . 3 (three) projects with a total capacity
of 600 KW (each of 2 100 KW capacity) is being implemented in the State. Another 4 (four) project
with a total capacity of 140 KW have been sanctioned.
(vii)NAGALAND RENEWABLE ENERGY DEVELOPEMNT AGENCY (NREDA) :
In accordance with the directive received from the Govt.. of India, Ministry of
Non-Conventional Energy Sources to establish an autonomous Nodal Agency for effective
implementation of all the schemes under NRSE Sector. NREDA has been registered during the
year 199-2000 and is the State Nodal Agency for implementation and monitoring of all
renewable energy in the Sate.. For the estblishment of the NREDA, the GOI sanctions as grant
to the Agency for recurring and non-recurring expenditure.
(viii)DISTRICT ADVISORY COMMITTEE(DAC) :
According to the Guidelines of the Ministry of Non- Conventional Energy Sources, the
District Advisory Committee (DAC) has been formed in all the Districts of the Sate. The
Committee is to disseminate information of Renewable Energy Devises, moniter ans prepare
the energy plan to the rural people. The Ministry of Non- Conventional Energy Sources,GOI
sanctioned Rs.1.00 lakhs each to all District a token grant. The Deputy Commissioner are
the Chairman of DAC.
(ix)RAJIV GANDHI AKSHAY URJA DIWAS RENEWABLE ENERGY DAY:
Under the direction of the Ministry of Non-Conventional Energy Sources (MNES) GOI, Rajiv Gandhi Akshay
Urja Diwas Renewable Day is being celebrated on the 20th Auguest, every year in all the Districts of
Nagaland. On this day. School children and college students hold rallies, essay and painting competition
etc and spread the message of renewable Energy and energy conservation. The Ministry has sanctioned
Rs.1.50 lakhs to all the District.
